As of May 25, 2026, the NCTS system, through which transit regime procedures are supported, is being upgraded and will henceforth operate as NCTS P6 (opt-out version).

It is noted that during the NCTS P6 opt-out phase, the submission of Entry Summary Declaration (ENS) data cannot be performed in combination with the submission of transit declaration data, but must be submitted separately to the ICS2 system.
The functionality of NCTS P5 is maintained in the new NCTS P6 phase. Minor changes are required in the submission of transit declarations by economic operators, which are contained in the technical specifications of NCTS P6 (opt-out version).
The most fundamental changes include the removal of data concerning en-route incidents from message IE007, data quality checks in messages IE015 and IE013, as well as checks on the completion of transport document data and supporting documents. Additionally, the data group CONSIGNMENT.COUNTRY OF ROUTING OF CONSIGNMENT is added to messages CC043C & CC044C.
Subsequently, the main differences compared to the previous Phase 5 are analyzed:
- CC044C: CONSIGNMENT.TRANSPORT EQUIPMENT.GOODS REFERENCE.Declaration goods item number changes to optional
- CC043C & CC044C: Addition of the group CONSIGNMENT.COUNTRY OF ROUTING OF CONSIGNMENT
- CC043C & CC044C: Addition of the field Reference number UCR at 3 levels (CONSIGNMENT, HOUSE CONSIGNMENT and CONSIGNMENT ITEM).
- CC044C: CONSIGNMENT.TRANSPORT EQUIPMENT.SEAL.Identifier changes to optional
- CC007C: Removal of the field TRANSIT OPERATION.Incident flag and the group CONSIGNMENT.INCIDENT
- CC013C: Guarantee Type field changes to optional
