Use of deployment window by Economic Operators - Version 2 ICS2

According to the EU Implementing Decision establishing the work programme for the development and deployment of electronic systems provided for in the Union Customs Code, you have the right to apply for an Deployment Window. This option is given to you in order to prepare your electronic systems (if you intend to use them to submit the Entry Summary Declaration). The framework for granting the deployment window is developed in cooperation between the European Commission and the Member States. Therefore, before applying, it is necessary to consult the document  DG TAXUD-ICS2-Transition from R1 to R2 strategy which sets out the rules and conditions for granting  the deployment window. 

Therefore, the period for which you can apply is distinguished depending on your role in the supply chain (airlines, freight forwarders, express operators, postal operators) but also on the business model you are part of when implementing version 2.  This is because in case partial submissions of datasets are applied, the successful completion of submission of all data of a full Entry Summary Declaration must be ensured.

The periods for which you can apply are as follows: 

  • Air carriers: as from 1 March until 30 June ·2023
    In addition, air carriers should take serious note of a more recent  Update on the organization of migration to ICS2 version 2. They can also be informed about it from the TAXUD website
  • Freight Forwarders and Logistics: as from 1 March until the end 1 October 2023·
  • Express operators: from as from 1 March until the end of 1 October 2023; (However, dates may vary according to the type of shipment and the role of the economic operator)
  • Postal service providers: as from 1 March until the end of 1 October 2023; (However, postal service providers may submit ENS data from 1/7/2023 onwards )
     

In the case of partial submissions by different parties, to be able to cope with the implementation of the UCC safety and security provisions using ICS2, you must first come to an agreement with the co-obligated parities in order  to ensure the fulfillment of your individual legal obligations and the full submission of this information.
