Implementation of a new Customs Information System based on the Union Customs Code (UCC)

Description: The purpose of the Act is to replace the Integrated Customs Information System ICISnet from a new information system due to the obligation to implement the information systems provided for by the legislative package of the Union Customs Code, (i.e. Regulations 952/2013 - Union Customs Code, 2446/15, 2447/15 and 341/16) and the MASP (Multiannual Strategic Plan) of the Directorate-General for Taxation and Customs Union (TAXUD) of the European Commission, as well as from the legislative package of the VAT measures for e-commerce (Directive 2017/2455 and Regulation 2454/2017).
The UCC is the new EU Customs Code and has entered into force on 1/5/2016. The transitional provisions describe the way in which the existing tools and systems will be used to implement the provisions of the UCC during the transitional period, i.e. until the upgraded or new computer systems are put into production. These systems for Greece will be implemented within the framework of this project. Within the framework of the same project, functions in relation to customs procedures based on Union Legislation will also be implemented, but no implementation of a trans-European information system is foreseen. Finally, all customs procedures based on National Legislation will be implemented.

Objectives: The project aims to provide a modern environment for customs and trade through the simplification of procedures and the facilitation of trade. The main axis of the UCC and its supporting tools is the transition of customs to a fully electronic environment through the automation of all customs procedures and the electronicization of communication of the parties involved (customs authorities, economic operators, EU Commission). Therefore, the correct and full implementation of the UCC legislative package is inextricably linked to the development of new and the upgrading of existing IT systems, which will be prepared during the transitional period and will be gradually put into effect according to the timetable provided for in the MASP and the WP.

  • Effective processing and dissemination of information submitted only once to the Public Authorities involved

  • Transparency in transactions with the organizations involved

 

Beneficiaries:

  • Customs officers (approximately 2,100 people)
  • ICISnet External Users: 20,000 natural / legal persons who perform an average of 200,000 transactions annually.
