Upon entry into or exit from the European Union (EU)
Any natural person entering or leaving the territory of the European Union and carrying cash items with a value equal to or greater than EUR 10,000.00 is required to declare that amount to the competent authorities of the Member State through which they are entering or exiting the Union [see Regulation (EU) 2018/1672 (L 167/6/12.05.2021)].
If the country of entry into or exit from the Union territory is Greece, the cash declaration must be submitted electronically through a digital application.
Unaccompanied Cash Items
In cases where unaccompanied cash with a value equal to or greater than EUR 10,000.00 enters or leaves the territory of the EU, the competent authorities of the Member State through which the cash enters or leaves the EU may require the sender or the recipient of the cash, or their representative, as applicable, to submit a cash disclosure declaration within a deadline not exceeding 30 days [see Regulation (EU) 2018/1672 (L 167/6/12.05.2021)].
If the unaccompanied cash items enter the territory of the EU through Greece, the cash disclosure declaration must be submitted in paper form by completing the relevant form.

What is considered “cash items”?
a) Cash, i.e. banknotes and coins that are in circulation as a means of payment, or that were in circulation as a means of payment and can still be exchanged or used in transactions;
b) Negotiable bearer instruments (e.g. cheques, promissory notes, etc.);
c) Gold
i) Coins containing at least 90% gold;
ii) Gold bars, such as ingots, nuggets, or lumps containing at least 99.5% gold.
In case of non-compliance or submission of an inaccurate or incomplete declaration, an administrative fine equal to 25% of the amount of the undeclared accompanied or unaccompanied cash shall be imposed.
In Greece, the authority responsible for controlling the movement of cash is exercised by the customs services of the Independent Authority for Public Revenue (IAPR).
