Deployment Window

1

Deployment window means a period for the deployment of the respective release of ICS2, which may be granted by Member States to economic operators at their request, in coordination with the European Commission, in order to enable them to connect and implement ICS2 without problems especially during the start of production operation of the system.

The transition to release 3 of ICS2 is gradual and in accordance with the transition document from Release 2 to release 3 of ICS2, which also specifies the possibility for economic operators to submit requests for the use of deployment windows.

The period for which deployment windows can be granted in road and rail transport as well as in road courier transport is:

As from April 1, 2025 up to September 1, 2025.

For economic operators active in Maritime Transport, the period (from 3 June up  to 1 April 2025) for which a deployment window could be granted for entering in ICS2 release 3, has already passed. By way of exception, house level operators in maritime transport facing technical problems in connection to the new ICS2 system have the possibility to receive a deployment window until September 1st 2025.

Postal Operator (ELTA) that is already connected to ICS2, cannot apply for deployment window and immediately continues the submission of F43 and F44 for the transport of postal items by road and rail

During the deployment window period, economic operators must continue to submit ENS to the ICS.  Also, with the start of submissions to the new system, they must stop applying the older ICS.

Prior to submitting the application for the deployment window, carriers should have agreed also among themselves whether to choose single or multiple filling to submit ENS information in STI-STP, as well as who will be the person to submit the Arrival Notification as well as the Presentation Notification in order for them to comply in time with their legal obligations.

Also, when the multiple filling of datasets in road and rail transport is also implemented - planned for the future - then the carriers and the house level operators involved, must coordinate with each other in a timely manner to implement the system and in any case ensure that the submission of master level datasets(carriers) should be filled first.

Attention: the application for the granting of a deployment window should be submitted in our country only by economic operators that act as declarants and have an EORI issued by Hellenic Customs for their customs transactions.
