Development of an Integrated Information System (IIS) for Monitoring IAPR's Critical Performance Indicators

Description: The operation concerns the development of an information system that will support the Independent Authority for Public Revenue (IAPR) in the planning and monitoring of the implementation of its Strategic and Operational Planning. Specifically, the IAPR operates on the basis of a multi-annual Strategic Plan and annual Operational Plans, for which there are specific drafting, monitoring and review procedures. This specific plan includes Objectives, Critical Performance Indicators (CPIs) and Projects - Project Programs (articles 1 to 43 of Law 4389/2016-IAPR Recommendation, article 5 of the document bearing the protocol no. D.ORG.Decision 1125859 OUTG 2020/23-10-2020 "Organization of the Independent Authority for Public Revenue" - Government Gazette B' 4738/26-10-2020)
Today, the drafting and monitoring of this specific plan is done with office automation tools. However, the complexity of the procedures, the variety of incoming information and the number of services involved, as well as the information requirements (standardized and non-standardized) make it imperative to adopt a modern and specialized monitoring system to which the entire IAPR hierarchy will have access.
In more detail, the IIS will support IAPR:
1. in setting annual objectives and indicators
2. in defining/selecting projects to achieve the set goals
3. in preparing and managing the annual project program
4. in the management of both annual and long-term target setting by collecting all available data in a common database from which data can be extracted based on search criteria
5. in preparing its strategic and operational plan, as well as the operational plans of the individual Directorates-General
6. in the direct extraction of statistical data on projects and objectives, which, among other things, can serve the more rational distribution of target setting in regional services, as well as the determination of periodic target setting, where this is required
7. in minimizing errors, as all data will be kept in a uniform format and all services will have immediate information regarding the achievement of their goals
8. in the faster issuance of reports and various data and aggregated tables requested on an ad hoc basis and supporting the conduct of consultations
9. in directly extracting data on the achievement of the objectives of the business plan
10. in immediately exporting project implementation progress data, as well as statistics for the implementation of the entire project portfolio of the business plan
11. in the timely and comprehensive preparation of the operational plan, as the collection and processing of the data that compose it will be done through the Integrated Information System.
12. in the long-term monitoring of strategic indicators and KPIs, through the connectivity of relevant objectives.
13. in supporting consultation of objectives and projects between the Services.
Within the framework of the development of the IIS for Monitoring IAPR's Critical Performance Indicators, the following tasks will take place:
• the modeling of the processes included in IAPR's strategic and operational planning
• the design, development and operation of a relevant information system for the monitoring and management of the training and monitoring processes of IAPR's strategic and operational objectives and projects, as well as
• the training of selected executives of the Contracting Authority in the above system
Based on the design, seven (7) Subsystems arise:
1. Strategic Plan Monitoring
2. Goal setting
3. Projects
4. Data entry and results submission
5. Business Plan Monitoring
6. Creation and management of reports and statistics
7. User and System Management
Objectives: The project is part of the IAPR reform strategy to improve the existing process of monitoring the performance of the Tax, Customs and Chemical Administration through critical indicators, as well as the monitoring of the objectives and projects of the IAPR Services defined in the long-term and short-term program plans of the organization (e.g. strategic plan, operational plans, specialized action plans). It concerns the development of an integrated information monitoring system:
• the objectives and projects of the IAPR Services
• the critical performance monitoring indicators of the tax and customs administration
• the objectives set in the operational plan in all IAPR organizational units
• the long-term performance evaluation and measurement indicators of the IAPR Strategic Plan
• the performance evaluation and measurement indicators of the IAPR Annual Operational Plan.
The action will substantially contribute to increasing the efficiency of the organization, providing the information necessary for more correct and faster decision-making, more rational management of financial and human resources, as well as the timely implementation of any corrective actions, in order to achieve operational objectives and strategic directions.
In particular, this System will contribute to the continuous monitoring of objectives, the early diagnosis of any deviations, as well as the identification and monitoring of risks in the implementation of the IAPR's objectives and projects.
Furthermore, the act will contribute to the more complete and rapid information of both the IAPR leadership and the political leadership for the formation and support of the country's economic and fiscal policy.
Expected Benefits: The operation will lead to the modernization of the operation of IAPR, significantly improving its productive operation. At the same time, it strengthens the creation of conditions of equality between men and women as the provided capabilities will be disseminated through applications, enhancing accessibility regardless of gender. The implementation of the project will therefore ensure the coverage of the community rules concerning the promotion of equality between men and women as the introduction and use of electronic applications, as well as the subsequent provision of training, will ensure the coverage of the percentage of users required by the community rules.
