Description:
Subproject 1:

The purpose of this project is to replace the three main taxation systems of the Authority (TAXIS, TAXISnet & ELENXIS) and at the same time its operational modernization. Undoubtedly, this replacement will contribute to the provision of better-quality services to traders, to the collection and optimal utilization of data, to addressing the risks of non-compliance and tax evasion, to providing the possibility of more effective and efficient work of the Authority's executives, as well as to the compression of administrative costs. At the same time, the possibility of reviewing the existing operational procedures will be given, so that they can be revised and simplified. Furthermore, in addition to the modernization of the development environment, the implementation of new functionalities and solutions, and the integration of new development technologies into the project, the project aims to redesign and unify the databases, adapt to current structures, simplify procedures, and address the general demand of citizens and businesses, which lies in the provision of improved and personalized services by IAPR. To achieve the above objectives, the project will seek a hybrid solution, which, where appropriate, includes, among other things, the procurement of a ready-made “COTS” (Commercial off the Shelf) solution with the purchase of the necessary software licenses, as well as custom solutions adapted and aligned to the respective requirements, where all individual structural elements should interoperate and interact with each other successfully. The functional areas that will be implemented through the above-described solution are listed below:

The implementation stages include the following objectives and deliverables, which will be implemented in two phases:

Objectives: The objective of the overall project, of which this act is part, is the replacement of the three basic IAPR taxation systems (TAXIS, TAXISnet & ELENXIS) and at the same time its operational modernization.
Undoubtedly, this replacement will contribute to the provision of better-quality services to traders, to the collection and optimal utilization of data, to addressing the risks of non-compliance and tax evasion, to providing the Authority's executives with the opportunity to work more effectively and efficiently, as well as to reducing administrative costs. At the same time, it will be possible to review existing business processes, so that they can be revised and simplified. Furthermore, in addition to the modernization of the development environment, the implementation of new functionalities and solutions, and the integration of new development technologies into the project, the project aims to redesign and consolidate databases, adapt to current structures, simplify procedures, but also to the general request of citizens and businesses, which lies in the provision of improved and personalized services by IAPR.

IAPR's new Integrated Tax Information System will be implemented under two distinct "chapters" of a contract.
The physical object of Chapter B, which is the subject of this act, concerns the development of the following functional areas:
•     Taxpayer returns, Certificates / Collections / Deductions / Refunds
•     Taxpayer Image
•     Taxpayer Support, Notifications / Notifications, Certificates
•     Compliance
•     Assignment and Case Management
•     Risk Analysis
•     Support for Audits and On-Site Inspections
•     Management Information and Compliance Policy Development
•     Electronic Media Registry and Interoperability Hub
•     Register of Movable and Immovable Property
The physical object of Chapter A concerns the development of the "Tax Registry" and "Accounting" functional areas and will be financed within the framework of the Recovery and Resilience Fund.

Expected Benefits: There will be integration and utilization of existing applications and services, such as EISPRAXIS, myDATA, myPROPERTY, ship registry, etc.
Also, the new system should utilize and interoperate with the current IAPR systems, provide the ability to interface with new future systems or third-party systems, such as the Integrated Information Systems of Human Resources, Central Document Management System, Cadastre, etc., which should interact with the structural elements of the new taxation system.

Beneficiaries: All taxpayers will benefit from the use and utilization of the system, based on the criteria established by law, regardless of gender, race, origin, religion, beliefs, disability, age and sexual orientation.
