Description: The purpose of this Action is to develop an information system (single window) with the aim of facilitating trade during pre-customs procedures. This system will allow traders to submit the information (data) required for the issuance of licenses/certificates/approvals, as well as the necessary supporting documents, from a single point and only once in order to clear their goods. It will also support the sending and sharing of the necessary information electronically between all parties (public and private entities) involved in cross-border trade (port, airport, free zone, warehouse managers, veterinary authorities, phytosanitary authorities, etc.).


Objectives: The aim is for the trader not to be obliged to contact the various competent authorities to obtain the necessary certificates, but to have the ability to submit his data once and from one point to clear his goods. In this way, the benefits for the government and economic operators are multiple, as the trader will be able to find all the necessary information in a timely manner, thus reducing the costs of compliance with trade rules, administrative costs and reducing the time required to complete an export / import / transit, etc. In addition, the government will benefit from increased collectability, saving human resources, reducing fraud, etc.


Expected benefits: The minimum expected measurable results of the operation are the following:
•    The effective protection of legitimate trade and competitiveness
•    Promoting entrepreneurship and innovation,
•    Less costly and bureaucratic pre-customs and customs procedures
•    Limiting the cost and time to complete an import/export
•    Saving human & financial resources
•    Targeted and more effective controls against illegal trade
•    Better coordination and cooperation of those responsible for service control
•    More efficient collection of public revenue
•    Uniqueness and validity of information received from Public Authorities
•    effective processing and dissemination of information that is submitted only once to the involved Public Authorities
•    Improving statistical data
•    Transparency in transactions with stakeholders
 
Beneficiaries:
• 
   customs officials (approximately 2000 people)
•   the employees of other Ministries, Organizations and Bodies involved in issuing certificates or controlling goods (approximately 500 in central and regional Services)
•    the number of people dealing with customs, which currently stands at 17,000, of which approximately 5,000 are regulars.
