ICS2 Preparation

ICS2 release 3 is already available in production for the submission of ENSs fillings and Arrival Notification datasets for Air and Sea Transport. As of April 1, 2025, ICS2 entered in production for Road and Rail Carriers as wel.

If road and rail carriers are not ready to implement ICS2 as of April 1, 2025, they can request a so-called "Deployment window" in order to facilitate the new system’s start of operations.

STI-STP Submissions

Submissions shall be made on the E.U. STI – STP platform (Shared Trader Portal - Shared Trading Interface).

ICS2 information are submitted by either using a single Data Set (One Declarant) or more than one partial datasets (Declarant and Supplementary Declarants) by several stakeholders in the supply chain. Therefore, before submitting the safety and security data to ICS2, the economic operators (carriers, freight level, final consignees) should cooperate with each other and exchange the necessary ICS2 information, and also agree on which of the two ways of filling will use.

STI-STP supports ICS2 dataset submissions through:

  • form completion
  • uploading files
  • automated system to system process

Access is achieved through the UUM&DS EU application using ICISnet credentials. In the event that the submission of the Data Set is made by a representative, the persons involved must have registered their data for representation in UUMDS.

In order to start implementing ICS2, stakeholders should:

1. have an EORI number

2. have been granted access to the ICISnet portal

3. in the case of a representative relationship, this relationship must have been registered in the UUMDS system

4. when making submissions via system-to-system communication, the Traders (or Service Providers) should ensure that the electronic application they will use has successfully executed the mandatory self-conformance tests for ICS2.

5. consult and follow the instructions contained in the go-live document of the European Commission on the necessary work before the start of operations.

Also, prior to the start of submissions, the economic operators are recommended to configure the STI environment so that they can receive the required notifications so as to receive information about the progress of their ICS2 fillings.

Arrival Notification

The carrier for Air and Sea Transport is obliged to submit/ensure the submission of the Arrival Notification to the STI-STP immediately upon arrival of the means of transport at the First Customs Office of Entry in the European Union. There is no longer an obligation to submit an Arrival Notification (IE344) to the subsequent point of entry that was previously applied nationally to the ICS for sea and air transport.

Presentation Notification

The person presenting the goods to customs ( the carrier or other person responsible according to the UCC legislation) upon their presentation, should file to ICISnet the relevant message of “Presentation Notification” for the goods that are unloaded.

It is noted that the submission of the “Presentation Notification” does not exclude the obligation to submit the national cargo declaration/summary declaration for temporary storage, where it is currently in force.
